Changes to Solemnization in Phase 2
From 4 August 2020, solemnizations at mosques and other re-opened venues can involve up to 50 persons (excluding the solemnizer, venue operator and vendors), or the safe capacity of the venue, whichever is lower. In-person Muslim marriage solemnizations at home and at the Registry of Muslim Marriages (ROMM) will continue to be subjected to a limit of 10 persons.

All solemnizations must adhere to the safe management measures stipulated by ROMM. Please click here for the list of FAQs on solemnizations.

For the safety of all the parties involved, ROMM encourages couples to have their solemnization via video link. For couples who prefer in-person solemnization, ROMM encourages them to have their solemnization at ROMM or at any of the designated mosques where the necessary safe management measures are already in place.

Couples who wish to book a mosque venue for their solemnization can contact any of the 14 designated mosques below for availability and timing of slots. Please click here for contact information on mosques.

ROMM administrative and solemnization appointments
Eligible couples are encouraged to use video-link for Verification of Document and Statutory Declaration (VD/SD) and solemnizations. For in-person VD/SD and solemnization appointments, couples and guests are to arrive at ROMM or the solemnization venue no earlier than 15 minutes before the appointment time.

During Phase 2, there will be no self-collection of Marriage Records Searches and Extract Copy of Marriage Certificates. ROMM will mail the documents to the requestor.

Wedding Receptions
The Ministry of Health has launched a pilot where each wedding couple will be allowed to hold one wedding reception (including food and drinks), with up to 50 attendees (including the couple) for the entire duration of the event. This reception can take place in venues that are permitted to serve food and drinks (e.g. hotels and restaurants), subject to their safe capacity limit and prevailing safe management measures. Please refer to this infographic for more information on the safe management measures for wedding receptions. Please check with the venue owners/operators for details. MOH is exploring the possibility of extending the pilot to more venues such as HDB common areas, and will release more details subsequently.

Choosing a Solemniser
For solemnisations held at private venues, couples may choose a volunteer Kadi or Naib Kadi to be the solemniser. For solemnisations held at ROMM, either the Registrar or Deputy Registrar of ROMM, volunteer Kadi or a Naib Kadi can conduct the solemnisation.
Launch of Bersamamu wef 1 Jul 2019
From 1 July 2019, Muslim couples who register for solemnisation will receive more support in their journey towards a strong marriage. ROMM has launched Bersamamu, where solemnisers (Naib Kadi or Kadi) will befriend and support soon-to-wed Muslim couples as they prepare for marriage. The relationship will continue into the first 2 years of marriage, where couples can choose to meet regularly with their Naib Kadi or Kadi for practical advice and tips to build a strong marriage.
ROMM e-Services via CitizenConnect Centres
Couples can use ROMM e-Services from the comfort of their home and at a time convenient to them. Couples who need to be assisted on e-Services, may approach any of the CitizenConnect Centres (CCCs) nearest to them or go to the e-Kiosks at ROMM. The CCCs are located at selected Community Centres islandwide. Click on 'more' for CCCs locations.
