Changes to Safe Management Measures (SMM) for Solemnizations and Wedding Receptions
From 22 November 2021, SMM for solemnizations and wedding receptions are summarised below.

Wedding Solemnisations
  1. Solemnisations held at the Registry of Muslim Marriages (ROMM) will be limited to 10 persons.
  2. For home solemnization, the number of attendees will be limited to 10 persons (this includes the wedding couple but excludes the solemniser and vendors) or up to 5 visitors (whichever is higher).
  3. Solemnizations at mosques and other external venues are subjected to the following attendance limits and Pre-Event Testing (PET) requirements:
    1. 50 persons (no Vaccination-Differentiated SMMs (VDS*) requirement) or
    2. 51 to 1,000 persons (with VDS requirement) or
    3. the safe capacity of the venue, whichever is lower.
    4. group size of 5 persons
Wedding Receptions

Wedding receptions will continue to be allowed, subject to the following attendance limits:
  1. Wedding receptions at external venues can involve up to 250 persons (with VDS requirement), or the safe capacity of the venue, whichever is lower, with group size of up to 5 persons.
  2. No wedding receptions in the ROMM building, place of residence and mosques will be allowed.
*Note: Where VDS is required, it means that checks must be implemented to ensure that every attendee (i) has a valid PET negative test result; or (ii) is fully vaccinated i.e. has received the appropriate regimen of World Health Organisation's Emergency Use Listing (WHO EUL) vaccines including their respective duration post-vaccination for the vaccine to be fully effective, and had their vaccination records ingested in MOH's national IT systems; or (iii) has recovered from COVID-19 i.e. less than 270 days of first positive Polymerase Chain Reaction (PCR) Test and with a valid PET exemption notice for the duration of the event; or (iv) is a child aged 12 years or below; or (v) is certified as medically ineligible (with effect form 1 December 2021).

Special Provisions*

To engage in the below activities, the wedding couple and 10 relevant individuals from the wedding party are required to undergo an ART test minimally supervised by venue operator (in person or virtually), within 24 hours prior to end of event OR have a valid PET obtained within 24 hours prior to the end of the event.

For the safety of all the parties involved, ROMM encourages couples to have their solemnization via video link. For couples who prefer in-person solemnization, ROMM encourages them to have their solemnization at ROMM or at any of the designated mosques where the necessary safe management measures are already in place.

ROMM administrative and solemnization appointments
Eligible couples are encouraged to use video-link for Verification of Document and Statutory Declaration (VD/SD) and solemnizations. For in-person VD/SD and solemnization appointments, couples and guests are to arrive at ROMM or the solemnization venue no earlier than 15 minutes before the appointment time.

There will be no self-collection of Marriage Records Searches and Extract Copy of Marriage Certificates. ROMM will mail the documents to the requestor.

Scheduled System Maintenance on 12 Dec 2021
ROMM website will be undergoing a system maintenance on Sun, 12 Dec 2021, 12am to 9am. Public will not have access to ROMM e-services during this period. We apologise for any inconvenience caused.
Choosing a Solemniser
For solemnisations held at private venues, couples may choose a volunteer Kadi or Naib Kadi to be the solemniser. For solemnisations held at ROMM, either the Registrar or Deputy Registrar of ROMM, volunteer Kadi or a Naib Kadi can conduct the solemnisation.
Launch of Bersamamu wef 1 Jul 2019
From 1 July 2019, Muslim couples who register for solemnisation will receive more support in their journey towards a strong marriage. ROMM has launched Bersamamu, where solemnisers (Naib Kadi or Kadi) will befriend and support soon-to-wed Muslim couples as they prepare for marriage. The relationship will continue into the first 2 years of marriage, where couples can choose to meet regularly with their Naib Kadi or Kadi for practical advice and tips to build a strong marriage.
