Changes to Safe Management Measures for Solemnizations
From 14 June 2021
  1. Solemnizations at mosques and other external venues (without pre-event testing) can involve up to 50 persons (excluding the solemnizer, venue operator and vendors), or the safe capacity of the venue, whichever is lower.
  2. Solemnizations held at the Registry of Muslim Marriages (ROMM) will be limited to 10 persons.
  3. For home solemnization, the number of persons will be limited to 10 persons or 5 visitors to the home (whicever is higher), excluding the solemnizer and vendors.
  4. Solemnizations at external venues involving more than 50 persons will require pre-event testing for all attendees (including the wedding couple), capped at 250 persons or the safe capacity of the venue, whichever is lower.

From 21 June 2021
  1. Wedding receptions at external venues will be permitted subject to the following limits:
  2. (i)   Up to 50 attendees (including wedding couple)
          Pre-event testing required for wedding party of up to 20 attendees
    (ii)  51 to 100 attendees (including wedding couple)
          Pre-event testing required for all attendees
  3. No wedding receptions in the ROMM building, place of residence and mosques will be allowed.

For the safety of all the parties involved, ROMM encourages couples to have their solemnization via video link. For couples who prefer in-person solemnization, ROMM encourages them to have their solemnization at ROMM or at any of the designated mosques where the necessary safe management measures are already in place.

Couples who wish to book a mosque venue for their solemnization can contact any of the 14 designated mosques for availability and timing of slots. Please click here for contact information on mosques.
ROMM administrative and solemnization appointments
Eligible couples are encouraged to use video-link for Verification of Document and Statutory Declaration (VD/SD) and solemnizations. For in-person VD/SD and solemnization appointments, couples and guests are to arrive at ROMM or the solemnization venue no earlier than 15 minutes before the appointment time.

There will be no self-collection of Marriage Records Searches and Extract Copy of Marriage Certificates. ROMM will mail the documents to the requestor.

Scheduled System Maintenance on 23 Jun 2021
ROMM website will be undergoing a system maintenance on Wed, 23 Jun 2021, 5.00pm to 11.00pm. Public will not have access to ROMM e-services during this period. We apologise for any inconvenience caused.
Choosing a Solemniser
For solemnisations held at private venues, couples may choose a volunteer Kadi or Naib Kadi to be the solemniser. For solemnisations held at ROMM, either the Registrar or Deputy Registrar of ROMM, volunteer Kadi or a Naib Kadi can conduct the solemnisation.
Launch of Bersamamu wef 1 Jul 2019
From 1 July 2019, Muslim couples who register for solemnisation will receive more support in their journey towards a strong marriage. ROMM has launched Bersamamu, where solemnisers (Naib Kadi or Kadi) will befriend and support soon-to-wed Muslim couples as they prepare for marriage. The relationship will continue into the first 2 years of marriage, where couples can choose to meet regularly with their Naib Kadi or Kadi for practical advice and tips to build a strong marriage.
