Changes to Safe Management Measures (SMM) for Solemnizations and Wedding Receptions
From 10 August 2021, SMM for solemnizations and wedding receptions are summarised below.
  1. Solemnizations held at the Registry of Muslim Marriages (ROMM) will be limited to 10 persons.
  2. For home solemnization, the number of attendees will be limited to 10 persons or 5 visitors in addition to members of the hosting household, whichever is higher (this includes the wedding couple but excludes the solemnizer and vendors).
  3. Solemnizations at mosques and other external venues are subjected to the following attendance limits and Pre-Event Testing (PET) requirements:
      
      
      10 August 2021 to 18 August 2021   19 August 2021 onwards
      (i)  50 persons (without PET) or
      (ii) 500 persons (with PET for all attendees*) or
      (iii) the safe capacity of the venue, whichever is lower.
      (iv) group size of 5 persons
      (i)  50 persons (without PET) or
      (ii) 1,000 persons (with PET for all attendees*) or
      (iii) the safe capacity of the venue, whichever is lower.
      (iv) group size of 5 persons

Wedding receptions will continue to be allowed, subject to the following attendance limits:
  1. Wedding receptions at external venues can involve up to 250 persons (with PET for all attendees*), or the safe capacity of the venue, whichever is lower, with group size of up to 5 persons.
  2. No wedding receptions in the ROMM building, place of residence and mosques will be allowed.
*Note: PET is not required for attendees with a cleared status i.e. (i) fully vaccinated (an individual is considered fully vaccinated two weeks after he or she has received the full regimen of the Pfizer-BioNTech/Comirnaty or Moderna vaccines or any WHO EUL vaccines or (ii) Recovered from COVID-19 and can provide a valid PET exemption notice for the duration of the event; or (iii) Have a valid negative Pre-Event Test (PET) result for the duration of the event.

For the safety of all the parties involved, ROMM encourages couples to have their solemnization via video link. For couples who prefer in-person solemnization, ROMM encourages them to have their solemnization at ROMM or at any of the designated mosques where the necessary safe management measures are already in place.

Couples who wish to book a mosque venue for their solemnization can contact any of the 14 designated mosques for availability and timing of slots. Please click here for contact information on mosques.
ROMM administrative and solemnization appointments
Eligible couples are encouraged to use video-link for Verification of Document and Statutory Declaration (VD/SD) and solemnizations. For in-person VD/SD and solemnization appointments, couples and guests are to arrive at ROMM or the solemnization venue no earlier than 15 minutes before the appointment time.

There will be no self-collection of Marriage Records Searches and Extract Copy of Marriage Certificates. ROMM will mail the documents to the requestor.

Golden Jubilee Wedding Celebration 2021
ROMM is calling out for Muslim couples who are celebrating their 50th wedding anniversary or more in 2021 to register for the Golden Jubilee Wedding Celebrations 2021, if at least one party is a Singapore Citizen, and had registered a Muslim marriage with ROMM. Family members or members of the public may nominate eligible Muslim couples. Please contact 63370207 or email to MCCY_ROMM@mccy.gov.sg to register.

Choosing a Solemniser
For solemnisations held at private venues, couples may choose a volunteer Kadi or Naib Kadi to be the solemniser. For solemnisations held at ROMM, either the Registrar or Deputy Registrar of ROMM, volunteer Kadi or a Naib Kadi can conduct the solemnisation.
Launch of Bersamamu wef 1 Jul 2019
From 1 July 2019, Muslim couples who register for solemnisation will receive more support in their journey towards a strong marriage. ROMM has launched Bersamamu, where solemnisers (Naib Kadi or Kadi) will befriend and support soon-to-wed Muslim couples as they prepare for marriage. The relationship will continue into the first 2 years of marriage, where couples can choose to meet regularly with their Naib Kadi or Kadi for practical advice and tips to build a strong marriage.
